Calculated using Thurston County parcel data. Thurston parcels were filtered to residential parcels only. Effective year built is incomplete for this dataset and thus a sample set was utilized. All parcels with non-null effective year built was used as the total population variable and. Parcels with an effective year built of 1944 or earlier (referred to as high risk) and parcels with an effective year built of 1945-1978 (referred to as moderate risk) were separated from the total population. A ratio of high-risk parcels to non-null parcels and a ratio of moderate risk parcels to non-null parcels were calculated. The moderate risk ratio was multiplied by a factor of 0.5 to account for decreased lead risk in housing built post-1945 and then added to the high-risk ratio for each block group to obtain a total risk ratio. Thurston parcels were filtered to residential parcels only. Condition of housing is incomplete for the dataset and thus a sample set was utilized. All parcels with non-null condition of housing was used as the total population variable. Condition of housing ratings (excellent, very good, good, average, fair, poor, and very poor) were assigned weights from 0-7 with excellent being the highest and very poor the lowest. A percentage of non-null parcels was calculated for each category which was then multiplied by the category weight. Each score was added together for an overall potential rating of 0-7. Each indicator was then assigned a z-class according to its z-score. For factors that add additional burden, a z-score between 1-2 received a z-class of “1” and a z-score greater than 2 received a z-class of “2”. For factors that advantage residents (i.e. Median income, percent of residents with a college degree), a z-score between -2 - -1 received a z-class of “1” and a z-score less than -2 received a z-class of “2”. </SPAN></P><P><SPAN>In two cases, no burden was observed but significant privilege was observed. In these cases (canopy cover by impervious surface, and percent of high school students enrolled in dual enrollment programs), block groups with a z-score greater than 1 received a negative z-class score of “-1” to represent alleviation of burden. </SPAN></P><P><SPAN>All z-class scores were added to obtain a composite index score (CompTUM) with a potential range of -2 to 34, with higher scores representing the highest burden. Composite index scores then received their own z-scores.
