We were contracted by Thurston County to update that utilities map back in 2004 and I believe the data came from a variety of sources. I suspect the pipeline data originally came from Puget Sound Energy although I’m not sure if it was provided in digital or paper form. Either way PSE was provided an opportunity to review the map and ok’d the data as it is shown on the pdf that was provided.

I guess for the source I would list PSE/TRPC although we created the map on behalf of Thurston County. UTC might have more up-to-date data (with metadata) if you want to try and track it down through them.

Sorry I don’t have better background information on this dataset but please let me know if you have any specific questions about it and I’ll do my best to answer them.
