An Excel spreadsheet was developed from the latecomer binder by Jared Crews, Engineer I for the City of Tumwater. The spreadsheet included parcel numbers, amount of fees for each applicable utility (storm, water, and sewer), and date of expiration, if any. This spreadsheet was joined to the Thurston County tax parcel layer and matching records were saved to this feature class, saving just the relevant fields from the Excel spreadsheet. Records from the Excel spreadsheet that didn't have a match were further researched to determine whether a parcel number was typed incorrectly, if the parcel no longer existed because it was subdivided, or if there was no match for another reason. The remaining records were then added into the dataset.
